AICCOPN’s monthly rehabilitation market survey for October 2025 shows a clearly favorable trajectory for the sector, with the main indicators registering positive variations compared to the same period last year.
The index that measures businesspeople’s perception of the evolution of the level of activity increased by 7.8% year-on-year, signaling greater optimism among operators.
At the same time, the Order Book Index grew 3.7% compared to October 2024, which suggests a growing backlog of work for the following months.
The Contracted Production indicator — which estimates the number of months of activity ensured at a normal execution rate — stood at 8.9 months, slightly above the 8.7 months recorded in the same month of the previous year.
In the municipal licensing chapter, data up to September point to 4,868 licenses issued for urban rehabilitation works, a year-on-year increase of 4.5%. This increase is mainly driven by the residential buildings segment, which registered an increase of 8.5% and totaled 2,944 licenses.
AICCOPN points out, however, that the licensing numbers only relate to interventions that require prior approval from the city council, and therefore do not capture the entire urban rehabilitation activity carried out in the country. Still, the combination of better perception of the sector, more robust order book and increased licensing points to a moment of sustained dynamism in the rehabilitation market.
