Public works contract competitions promoted until October grew 56% in number and 31% in value compared to the previous year, totaling 6,620 procedures and 9,164 million euros, revealed this Wednesday, November 26, the AICCOPN.
The association’s Public Works Barometer shows that contracts awarded through public tender reached 5,859 million euros, driven mainly by the award of the Porto–Oiã High Speed Line, worth 1,661 million euros.
At the same time, contracts awarded by direct award or prior consultation registered a more moderate increase, of 11% in the first nine months of the year.
In aggregate, until the end of October 2025, the amount of works with contracts concluded and registered on the Base Portal stood at 6,885 million euros, an increase of 76% compared to the 3,906 million recorded in the same period last year.
The AICCOPN report thus highlights a strong dynamic in the public construction market, where large contracts stand out and are putting pressure on aggregate indicators.
