Following this report, the councilor of the Bloco de Esquerda in the Lisbon City Council, Carolina Serrão, presented, on December 16, 2025, a request addressed to the president of the municipality, Carlos Moedas, about new incidents that raise suspicions of electrical voltage and contact in the public lighting network. In the document, the Left Bloc states that it has expressed concern about this issue and that it has not received a response from the municipal executive.
The application recalls that, in recent months, several serious incidents involving electricity leaks in urban furniture, including public lighting posts, were recorded and reported, which resulted in the death of animals by electrocution in areas such as Parque das Nações and Santo António. The party adds that these events generated social alarm and put the safety of people, including children, and animals at risk.
According to Bloco de Esquerda, incidents continue to occur, with at least two more cases recorded. One of them occurred on Rua Pascoal de Melo, in the parish of Arroios, where a dog suffered an electric shock and survived. Witnesses reported that, shortly afterwards, a bang was heard and the area was left without lighting. The party also claims to have received images of a pole next to Torel with exposed and short-circuited parts, according to the document.
In the request, the councilor asks what electrical inspections and tests were carried out in the last 24 months on the public lighting network, including voltage measurements on the ground and on metallic elements, what protective devices and earthing systems are currently implemented, what urgent measures are being taken to guarantee the safety of citizens and animals, when a public report will be made available on the causes of the incidents and whether an independent technical audit of the public electrical infrastructure is planned.

In Odivelas, on November 14, two dogs died from electrocution in the Patameiras neighborhood. The Odivelas City Council responded to a PAN request, expressing regret for the death of the animals and solidarity with the owner, Soraia Mendes Silva. The municipality reported that, as soon as it became aware of the incident, it contacted the Municipal Civil Protection Service, the security forces, the Odivelas Volunteer Firefighters and an E-REDES picket line.
According to the information transmitted by E-REDES to the municipality, after an on-the-ground investigation and inspections carried out, it was found that the insulation of the underground electrical cable that supplied the public lighting column in question was torn, due to external aggression, allowing the interior of the cable to come into contact with the subsoil and creating electrical potential at ground level. It was not possible to determine the causes of the tear, which occurred below the surface.
The Odivelas City Council states that, to guarantee safety conditions, E-REDES carried out additional inspections of public lighting columns in the vicinity, confirming the regularity of the condition of the electrical network, and that an extraordinary inspection program is also underway in the Lisbon Metropolitan Area. The municipality adds that the contract with E-REDES provides for regular surveillance of low voltage networks every three years, a shorter interval than foreseen in the current regulations, and that the last preventive maintenance, carried out on March 20, 2024, did not detect any anomaly.
Speaking to DN, the owner of the dogs electrocuted in Odivelas stated that she had only received one telephone contact from the council regretting what had happened, having received no response to the complaint presented in writing, and requested additional clarifications from E-REDES regarding the technical report.
